Downtown Inc is pleased to announce a new Downtown Resource Center in the heart of Downtown York, in partnership with York City Police Department.
Located at 44 W. Philadelphia Street, in the historic Kable House building adjacent to Central Market House, the Downtown Resource Center invites business owners, residents, and visitors to our Downtown to visit and connect with members of the Downtown Inc team, the York City Police Department (by appointment only at this time), and the BLOOM Business Empowerment Center.
To provide consistent hours, Downtown Inc and BLOOM team members will be available each Monday from 1- 5 p.m. All are welcome to walk-in, but business owners are encouraged to set an appointment here, and indicate if they need bilingual services.
“Being accessible to business owners, and visitors, is essential to the mission of Downtown Inc,” said Sarah O’Brien, Director of Downtown Inc. “This could be for businesses to talk through new events or ideas, discuss marketing assistance or clean and green needs in the community, or even just catch up and chat with our team. The partnership with York City Police Department also provides more access for those who pop by to connect with an officer and talk through any safety concerns.”
The Downtown Resource Center includes dedicated space for YCPD’s Downtown Officers, and therapy dogs, with signage to indicate when an officer is in and available to chat. “Keeping our officers visible, and accessible, not only increases public safety in our Downtown, but helps us better connect to all who visit, call Downtown York home, and the business owners who invest in us each and every day,” said York City Police Commissioner Michael Muldrow.
Office Hours will begin Monday, April 29 at 1p.m. This initiative was made possible through funding by the York County Community Foundation.

Bridgett Smalls is a talented craftswoman who discovered her passion for creating unique handmade goods while raising her children. After almost 40 years of honing her skills in her spare time, she decided to take the leap! She left her career at Valdosta State University in Georgia, moved to Pennsylvania with her daughter, Celeste and start their own business. Bridgett is a proud mother to her daughter Celeste’, son-in-love Mark, son Chris, daughter-in-love Shawna and daughter Mya. However, the sparkle in her eye comes from being a loving Nana to one grandson, Cairo and four granddaughters Caety, Erika, Cori and Charlie-Rose. In her spare time she loves to read, cross-stitch and diamond painting!
Celeste:
Celeste Kaough is a devoted wife to husband Mark and mother to four amazing daughters, Caety 17, Erika 13, Cori 8 and Charlie-Rose 2. After being a stay-at-home mom for the last nine years, she recently teamed up with her mother to start a crafting business. Drawing on skills her mother taught her growing up, they create unique handmade items. In her free time, Celeste enjoys watching true crime shows with her husband and spending time with her family. Her story is a testament to balancing family life with pursuing her passion for crafting.

YorKitchen is a shared kitchen located on the South side of Central Market. There is an additional outside entrance on West Clarke Avenue. We provide a commercial kitchen space for start-up food oriented businesses. YorKitchen is available for rent by the hour to start your own business, expand your existing food business, hold classes, hold training sessions or for personal use.

Stop by the Explore York Visitor Information Booth to pick up travel guides and brochures on many of the area’s attractions. Be sure to also check out the TV screen near the Philadelphia Street doors for rotating messages of interest to tourists and residents alike.
Access to the booth is available Tuesday through Sunday whenever the Market building is open.
